Saugus Planning Board presses Kowloon family's 948 Broadway mixed-use project on drive-thrus, parking relief, and building density. The board continued the public hearing to March 5 after a detailed session in which Tetra Tech traffic engineer Courtney outlined recommended conditions of approval — including traffic and parking monitoring programs, a travel demand management program, and MBTA bus-stop coordination — and Attorney Richard Magnin confirmed the 198-unit, dual-drive-thru project is willing to accept most of those conditions. A dispute over Article 21 landscaping island waivers remained unresolved, with legal counsel noting the Planning Board may lack authority to grant technical performance-standard relief and agreeing to consult town counsel on jurisdiction.
The board also flagged a discrepancy between unit counts on 860 Broadway as-built plans and approved building permits, with Tetra Tech reporting 16 missing trees, 104 missing shrubs, and 93 missing perennials at that separate site.
