Saugus Select Board closes town warrant, inserts more than 20 articles

Select Board · Meeting of April 8, 2026

Saugus Select Board closes annual town warrant and hears battery park alarm from residents. The board voted unanimously at its April 8 meeting to insert more than 20 warrant articles and formally close the annual town meeting warrant, including nine school committee funding requests and a full slate of town manager articles covering water infrastructure, the Giswawa Pond dam permitting process, and water rate adjustments. Before the warrant business, Precinct 2 town meeting members Bobby Camuso of 27 Houston Street and Matthew Perlante of 25 Avon Street warned the board that Revere is poised to vote April 13 on a 57-unit battery energy storage facility near the Saugus line at Caddy Farms, with Camuso arguing that Saugus firefighters at Essex Street station would be first responders yet lack specialized lithium fire equipment, and Perlante noting the Dover Amendment bars local zoning from stopping such projects.

Vice Chair Cagliano said he would attend the April 13 Revere City Hall meeting. The board also closed a public hearing on a taxi livery license sought by Maxwell Cottom of 12 Martin Street, allowing him to withdraw without prejudice five to zero after determining that two livery plates registered to a single-family address violate town bylaws.
