Saugus Board of Appeals upholds Safe Harbor ruling update and approves Central Street ADU variance. The four-member board, chaired by Tom Travers and joined by Special Town Counsel Jesse Shulman, learned March 26 that Housing Court has upheld the board's 5-0 vote to impose Safe Harbor on a 40B development proposed for 20 Rear Bennett Highway, with the developer's counsel indicating an appeal is likely before the strict April 7 deadline. The board also voted unanimously to grant a variance and special permit to Eugenie Ferreira and Monica Lima for a 14-by-32-foot accessory dwelling unit at 104 Central Street, settling on an 11-foot front setback from Seminole Street where 20 feet is required, with hardship grounded in topography, ledge, soil conditions, and lot shape.
Two petitions were continued to April, and a fourth case involving a Lawn Dill Avenue pergola dispute was also sent back for a corrected survey after board members could not verify a listed lot-coverage figure of 26.4 percent against a 25-percent maximum.
