Saugus Board of Health reviews WIN Waste turbine incident reports
Board of Health · Meeting of January 5, 2026
Saugus Board of Health grills WIN Waste on turbine trips as flu cases nearly triple. Board member Joseph Dorant pressed a WIN Waste Innovations representative on four unscheduled downtime events totaling 173 hours in December, including a Dec. 7 hydraulic-line failure and a Dec. 30 loss-of-vacuum incident, and asked for after-action reports following turbine trips dating back to January 2024. Public Health Nurse Teresa Riley-Singh reported 112 flu cases in Saugus in December versus 48 a year earlier, noting "In 2025, Massachusetts had 30 deaths related to the flu, and 11 were this past week." Public Health Director John R.
Fralick III said a new complaint intake form is in draft after a resident said "I think what people need is a phone number that's clearly identified." The board also logged a homeless encampment cleared from the Macy's parking lot and 49 COVID-19 cases townwide in December.
