Planning Board Clears Path for 860 Broadway Occupancy Permit With Conditions

Saugus Planning Board authorizes sign-off on 860 Broadway project, contingent on $100,000 bond and five conditions. The board voted 3-0 with one abstention at a special March 12 session to allow Vice Chair Jeanette Meredith to execute closing documents once the developer meets requirements set by Town Engineer Todd Baldwin, including posting a $100,000 surety bond, completing all outstanding redline as-built drawings reviewed by peer reviewer Tetra Tech, and having all required landscape plantings certified no later than June 1, 2026, with a one-year warranty. A separate $50,000 bond for the Conservation Commission is being tracked independently.
All conditions must be satisfied before the building commissioner can issue an occupancy permit, and the developer faces a building sale deadline that drove the special session. Baldwin said of the drawings: "It should take more than three months to close out the red lines."
