Town Meeting approves water infrastructure, vacant schools committee, e-bike bylaw.

Saugus Annual Town Meeting votes in favor of major capital infrastructure and policy updates. In an evening session that stretched past 10 p.m., 49 Town Meeting Members approved $300,000 in free-cash funding for water hydrant and valve replacement, $150,000 for guard rail repairs, $37,849 from the Transportation Infrastructure Fund, and $14,264.84 from departmental carryovers for unpaid prior-year bills. The meeting unanimously endorsed a request that the Board of Selectmen develop a speed tables and traffic calming devices policy for residential areas, and by roll call vote of 48-0 (one abstention) established a nine-member Vacant School Facilities Assessment Committee to assess structural conditions, environmental hazards, and redevelopment opportunities at closed school buildings including former Lynnhurst, Waybright, Oaklandvale, Ballard, and Roby schools.
Town Meeting also unanimously approved a comprehensive electric bicycle and motorized micromobility device bylaw imposing graduated fines from $50 to $300, helmet requirements for minors, impoundment authority for police, and a Police Department violation database.
