Saugus Town Meeting establishes charter review and zoning study committees. The 48-member body voted 41 to 6 to create a Town Meeting Charter Review Committee including Selectmen Anthony Cogliano and Michael Serino and ten volunteer Town Meeting members selected by lottery to report in 2027. A proposed charter amendment requiring Town Manager candidates to hold a Master's degree and three years of public administration experience was referred back to the maker, 24 to 23.
The meeting unanimously approved an eleven-member Bylaw Review Committee, a cryptocurrency ATM prohibition bylaw, and an Article requesting the Town Manager explore additional trash and recycling receptacles in high-traffic areas. A 42-to-5 vote authorized an ad hoc Zoning Bylaws Review Committee to assess whether complete zoning rewrite is necessary by year-end.
